Goldsboro - James and Felecia Best can still remember watching the flood waters rise when Hurricane Matthew hit their home in Goldsboro. 

“Water was everywhere,” James recalled. “I’ve lived in that home for 60 years and I’ve never seen anything like it.”

“We were not prepared for a flood,” Felecia said. “We never thought it would be that bad. There was so much damage. We couldn’t believe it.”

After their experience, the Bests knew they needed to relocate.

“Every time it would rain, even if it was just a sprinkle, I was like, ‘Oh my Gosh. What’s going to happen now,’” Felicia said. “I couldn’t live like that.”

The Bests got a letter in the mail telling them about the North Carolina Office of Recovery and Resiliency and the Strategic Buyout Program. After learning about the program, they decided to apply.

“We’re really happy that we went through the process,” Felecia said.

“They treated us like family,” James said. “I really appreciate it. There was no dumb question. If we didn’t know something, they just explained it to us.” 

With the help of the program, the Bests sold their home and moved to a safer location a few miles away. 

“It was important for us to stay near our church and family,” Felecia said. “We absolutely love where we’re at.”

The Best's old home will be converted to green space, and they look forward to living in a flood-free home. 

“For anyone considering the program, it’s worth it,” James said.  “The benefits and peace of mind outweigh everything. We don’t have to worry about flooding anymore. It’s a relief.”
