Contractors who want to be added to the prequalified list for Hurricane Helene projects should complete an application.
Request for Prequalification for Residential Construction Projects
The North Carolina Office of Recovery and Resiliency (NCORR) is developing a list of prequalified contractors to assist with residential construction projects for homeowners impacted by Hurricane Helene. This prequalification is intended for the counties highlighted in light blue below.
Vendors must complete the Request for Prequalification Application (PDF) and email the application to ncorr.prequal@ncdps.gov. Upon receipt, NCORR’s Program Delivery Office will review the application for completeness and verify all documentation provided. Approvals of the prequalified application will be provided in writing from the NCORR Procurement Office.
The Prequalification List is not a contract. The individual Assignment Contract, or Request for Bid will be the contract. By submitting an application, the vendor acknowledges they have reviewed the sample Request for Bid (PDF) and Assignment Contract (PDF), including the terms and conditions.
SAM Registration
Vendors must have an active SAM registration to be added to the Prequalified List. A SAM status of “ID Assigned” is not an active SAM registration. Please do not submit your application until your SAM registration status is active.
- To register with SAM, please visit https://sam.gov.
- When registering select, Register for All Awards.
- Note: Keep the checkmark in the box, Include in public search (see instructions). If this box is deselected, your SAM status will not be visible for the state to verify and will not allow NCORR to proceed with a contract.
