Resilient Communities Program
Communities across our state are on the frontlines of flooding, extreme storms, record temperatures and landslides. A resilient North Carolina depends on our communities, economies and ecosystems being able to rebound, positively adapt to, and thrive amid changing conditions and challenges.
Community leaders and residents agree that improving local resilience requires access to expertise, technical support for analysis and planning, and funding to implement measures that advance long-term resilience.
The NC Resilient Communities Program responds to these needs through three distinct agency-led programs: RISE and Community Disaster Resilience Zones Program, led by the North Carolina Office of Recovery and Resiliency (NCORR), and the Resilient Coastal Communities Program, led by the North Carolina Department of Environmental Quality’s Division of Coastal Management.
