Regional Resilience Portfolios

The RISE Regional Resilience Portfolio Program supported nine regional partnerships, based on COG geographies in eastern North Carolina, to develop a vulnerability assessment and a portfolio of priority resilience projects that reduce risk and increase resilience for the region. The program combines analysis and planning in the following steps: 

Each regional partnership created two final products:

• A vulnerability assessment that stands alone, but is also appropriate for integration into regional and local plans, grant applications, public presentations and other planning tools
• The regional resilience portfolio, including goals, a summary of the vulnerability assessment, selected priority projects and the implementation plans for the priority projects.
