River Basin Studies
North Carolina Emergency Management, in partnership with North Carolina Department of Transportation, conducted the six-month study of the Lumber, Neuse and Tar river basins to determine the primary sources of flooding and identify possible mitigation strategies to prevent future flood damage. Along the way, the research and engineering teams met with community residents and leaders who are still recovering from Hurricane Matthew, and they worked with local and federal partners to critique and assess basin-specific mitigation measures. While the teams considered multiple mitigation strategies, they focused on the most viable options for each area so they could conduct a thorough analysis using multiple flood scenarios. Staff analyzed benefits, estimated costs and anticipated time frames for each strategy using multiple likely scenarios.
